As Dewey noted below, enforcement is not so simple. Each national forest is usually between 1 and 3 million acres in size. Each will have from maybe 3-4 LEO assigned to a couple dozen, depending on workload. Do the math.
Hiring more is possible, but you have to do your part. Write your Congressman and tell him you want higher taxes.
LEOs have many more responsibilities than writing littering tickets. They are also dealing with meth labs, marijuana gardens, archaeology and timber theft, vandalism, assault in campgrounds, and now terrorist training camps in remote areas. The problems faced by FS, BLM, and NPS LEOs are very similar to inner city police officers.
Somehow, inspecting boondockers got moved down the priority list a few notches.
