Boon, my idea about an annual pass is intended to provide revenue for enforcement. But Naio and others are right -- this would also screen out low-income seniors who otherwise would be homeless. So I guess it's a question of balancing those priorities.
And since (as others have noted) we can't be sure that the revenue will be earmarked for enforcement (instead of being swept into the general fund), I have doubts about whether the annual pass would solve the problem. That is exactly what has happened in California with gas taxes, which are supposed to fund highway repairs. The money has been siphoned off for other uses, and the highways are still a mess.
Oh, well. It looks like there is no solution to the trashing of forests near urban areas, which will mean that even larger portions of those forests will be closed to boondocking.
