Sadly, I live near, and see, the areas that these photos were taken. As others have stated "boondockers" are not the issue. Most of these people are homeless and are living in the free camping areas of the forests. Others are the "drink beer and shoot guns" types, you know, they leave the area full of beer cans and bullet casings.
However, being poor or homeless is no excuse for trashing the area. It does not cost a thing to have a little pride in your surroundings, pick up after yourself, maybe even improve the area a bit by picking up other people's trash.
Another thing that would help is easy disposal of trash. It is not all that easy, or cheap, to get rid of trash, unless you have garbage service, or put it in someone else's dumpster. I would like to see many more easily accessible and free disposal areas.
