Flagstaff and on the Rim (Payson, Show Low, Pinetop and Greer) are the coolest for summer. Flagstaff has slim pickings for RV parks and from driving by all of them, J&H is the best one but we've never stayed there. We stay either at Bonito national forest campground just outside the gate to Sunset Crater or at Pinegrove national forest campground at the south side of Lake Mary, south of Flagstaff. They are good if you want short-term (14 days).
There are forest campground all along the Rim drive (Hwy 260) from Payson eastward. Just north of Show Low is Juniper Ridge RV. It's a huge complex with many park models but has a section for just RVers and also owners rent their lots (which is better if you can get one). It's very clean, big lots, has a pool, spa, tennis, pickleball, golf, clubhouse and activities. However, true to it's name is has junipers and very few actual shade trees and it's a little lower in elevation than Show Low so it's warmer - although not hot like the deserts. In Show Low itself is Venture In which is popular and others along Hwy 260. Good luck!
