DesertMax appears to be describing SE deschutes county, which is about as labyrinthian as a place could be. If so, gives us a better fix on your location (if you know it) and there are quite a few of us here who could chime in with suggestions.
Suggestion #1: If you actually want a view you're going to have to stick close to a road or even a town. For starters go to the ODOT website and search for sno-parks in your area.
BLM personnel are a known issue, but I too have never heard of NFS rangers rousting somebody who was otherwise out of the way.
