Brian, the dirt roads are not too bad, they scrap the roads every couple days or so and after every rain. We're there primarily in the off season so it isn't very crowded and it is quiet. You'll find many more golf carts (privately owned) during the winter months because they are permitted on the beach between December and March 1st. MBTP require a permit from them and proof of insurance. Also, I believe that a certification of a disability is required for a golf cart permit there but I could be wrong.
