I don't have any better suggestions, but I have to agree with you that Oregon has a major shortage of dump stations.
The entire state only has 7 DOT rest areas with dump stations. And all of them are either in Eastern Oregon, or on the Southern Oregon coast. Not a single on on I-5.

The list I have says they have a RV dump. (And it says free, but I wouldn't believe that with out calling to verify).
EDIT: The list from TA Corporate does NOT show a dump there.
