If by Keweenaw you mean the tip of the peninsula around Copper Harbor, you probably will not find FHU's. More likely just electric. It is hard to justify making big investments in a campground when the summer season is so short. Houghton might be your best bet.
The Tahquamenon Falls area is easy to get to for a day trip (i.e. flat roads running in straight lines). There is a KOA in Newberry and numerous FHU campgrounds in and around Mackinac city. I would just stay in Mackinac myself.
Mackinac city is actually a very small town built around the tourist attractions. And, despite being touristy, it is really a nice place to visit with lots of things to do and see, plus a casino across the bridge.
I'm not a big fan of pictured rocks, so I can't comment on the campgrounds.
