They have been there for more than 6 years. This is referring to a section of North Beach CG where they have permanent sites where people live and pay rent. I knew a person who used to live there and sold very fast when they decided to move. The section is by itself and the sites are not dispersed throughout the CG. Some of them are not in the best of shape though. The rest of the CG is very nice, and you really don't see the permanent sites unless you go looking for them. IMO, they don't degrade the experience.
