9 pm to 7 am, yes.

Unless it's specifically forbidden in camp regulations, generators are allowed to run outside of this quiet time.

Avg Temps North Rim

Well it's fairly high. When we were there the CG had some trees. I couldn't find a weather page for the North Rim and Jacob Lake jumps to Jacob africa so I don't know what the average temp is. If you look on the park webpage they usually show monthly average temps. But a little goggling gets July high 77 low 46.

My search shows temps average 86 to 90 F. Is that what you found?
