Thanks to those of you who responded. As I indicated in my OP, I would not be using the PA parks as destinations, merely conveniences on my way through a region. Since I use public campgrounds during the week, I would only be using the PA parks on weekends when public campgrounds tend to be busy. A quick look through the PA parks shows plenty of choices that don't restrict on weekends so it would be a good deal.
