Whoa! Easy! Take a breath or two, Sooner!
Not saying your post doesn't have some merit. I fully support responsible pet ownership! By all means, owners need to clean up after their pet. But to think that "everyone" and "everywhere" is like you say is just plain silly. Forced? Someone holdng a gun to your head making you stay there? Scary! Lots of places out there and the circumstances you describe are by far in the minority. Again, workcamping may not be the best for you. After all, you are in the customer service industry. How about boondocking?
