You might find very little, to no, noise in the Oregon Outback north of Plush. We were there a few years back and the sky was spectacular and I don't recall any noise. It's nasty washboard roads for miles to get there, so you have to take it slow in an RV.
Another fantastic spot might be in the Dubinky Well area of Utah. We were there in the daytime, but it is really out there in the middle of nowhere.
I served in the AF in Utah in the late sixties and we never visited the national parks there ... what a sad thing that we never visited then when very few folks were in the parks. We did go to other little known remote places in Utah however, in our Mustang or riding double on an offroad motorcycle.
