This is also the case for someone from the US trying to get a Canadian pharmacy to fill a prescription written by a US Doctor. Some friends found that out during our trip up the Alaska Highway last year.
So it's not just the US pharmacies being anal. There must be some common legal justification that both the US and Canada subscribe to here.
