It seems like a bad business practice, but the KOA terms of use probably allow it. Most likely your only recourse would be to cancel your reservation for no fee. Looks like the actual policy may depend on the campground, I couldn't find anything in the general KOA terms, but for an individual campground, I found this, which implies that they can change the reserved rate. So you'll probably have to look up the terms for your campground.

If you already contacted the local campground and they haven't resolved this to your satisfaction, try KOA corporate:

If it's a short trip, Corporate may just comp you the difference in the interest of customer service, but if you're there all summer, it may be harder to get an adjustment.
