The funny part is that they (USACE) hasn't even read their own web page

"Primitive Camping Areas
Currently there are no undeveloped camping areas at Canyon Lake. "
So, their own web page defines "Primitive" as "undeveloped".
It clearly then has other links to other sites, not of which are "primitive" nor "tent-only".
