This is an absolute beautiful campground in Tucson with hiking trails surrounding it. Sorry... not outhouse... it has flushies. :)

Tucson also has the Coronado Nat'l Forest campgrounds along the Catalina Highway but not sure if they would be open in winter.

Also, just south of Tucson are the Santa Rita Mountains and Coronado Nat'l Forest campground, Bog Springs - for small RVs. It gets occasional snow but will be cold.

Catalina State Park on the north side of Tucson has access to hiking trails as does Sabino Canyon day use facility.
In winter, desert hiking is the best and most of it will be in mountains but not high extremes for snow.
There's awesome hiking all around Tucson. Come and experience it!
I wouldn't even put Tucson in the same category of Quartzsite. It's not known for hiking.
Nevada is cold as is the higher mountain country of Arizona.
