I'm not entirely sure about that. I've stayed at the Congress/Wickenburg place and it was cheap - just overnight though.
Membership is around $39.95 - it's affordable if you choose that route.
Yes, it requires a membership to get the best rates and well worth the 39.95 fee. Here are a couple of examples, compared to the usual 40+ per night at most parks I consider it a bargain.
