It is very difficult to get a spot in the Keys. Last year, I was lucky enough to spend 5 days at Curry Hammock but with people reserving sites to resell, honest campers can't find a spot.
Even if he really had to cancel, he could do what many members of this forum do: post a cancellation notice and let others enjoy those sites.
