RA has worked well for us. The reservation fee can be a pain ($3 is nothing - other states charge a lot more) but for state parks, anyway, figure that this saves the state taxpayers the money which otherwise would be needed to maintain a bureaucratic agency to manage CG reservations - and the fees are paid only by CG users.
She was right telling you that some things "depend on the CG." Each state and other agency that uses RA has different policies, charges, etc., probably by making different contracts with RA.
We have not had a major problem with them either. And they are upfront with the charges for cancellation, etc. BTW, the lack of a cancel feature on their site also exists for Oregon SPs (but not for some other states we have been to).
