That sounds more like an internal issue with the park service than a failing of the recreation.gov system. If it was a first come - first serve campsite, then it shouldn't have mattered that your reservation wasn't uploaded into recreation.gov - you can't reserve first come - first serve campsites. If the other folks did reserve it online, then it wasn't properly identified as a first come - first serve campsite. If the park service employee and the host stated they didn't know it had been reserved (rather than "it's a first come - first serve site, they shouldn't have been able to reserve it"), then I suspect they were trying to deflect the customers' anger onto an inanimate object.
