One thing the park service / campground host gets every morning is a report from Reserve America which list every incoming reservation that day. Reservations start appearing on the report four day before the party arrives.
The normal morning duty at all the campgrounds I've worked, and those I've talked with workers is to go around and put reserved signs on every incoming campsite.
I can't believe that there was not advance notice that the other party was arriving, unless the park service simply isn't doing their job.
The volunteer campground host could be caught in the middle between the park service and you. A CG host who enjoys their position isn't going to point the blame at the park service, not if they want to continue hosting.
One thing we deal with almost every winter is reservation for long term sites.
We spend three to six weeks in the middle of winter at a COE campground in Texas near our grandkids. This CG does not allow sites to be booked for longer than 14 days - standard policy. So four days before the 14th day, we go to the CG host and ask for a 7 day extension. As long as there is not any reservation for our site during that 7 days - we are granted an extension. We could do that for a four or five months if we wanted.
We've had to move once during the middle of a stay. We've learned to not choose some of the most popular sites if we are going to be there longer than two weeks.
