Some states - such as NC - want the camper to pay full price for the camping spot and all the fees associated with managing the reservation system.
NC could always just add the reservation fee into the price and say there is no reservation like some others do. Where as Florida Charges a $17.75 cancellation fee, NC does not. Granted the big cancellation fee from Florida is an attempt to stop people from gathering up a lot of reservations and then cancel them, you can say the $3/day from NC is a proactive attempt to stop it beforehand...Both cahrge you the full day if you cancel the day of.
