just a few suggestions re your route:
at Rapid City, take 79 south and 36 west to get into Custer State Park. It's worth the detour and more central to the Black Hills down there.
Heading west from Devil's Tower, take highway 16 across the Big Horns. It's just as pretty as 14 but a bit easier on transmissions and brakes and there's a little RV park on the west side of Ten Sleep if you're ready to stop.
At Cody WY there is Buffalo Bill State Park about 7 miles west of the town. A really good western museum in town and Irma's Hotel restaurant has a good buffet, and a day trip in your toad will take you up Chief Joseph scenic highway and on to Beartooth Pass...really great drives.
For the Tetons, there is Colter Bay campground in the north part and Gros Ventre campground in the south, both with water and dump stations.
On your way back, if you're planning on using CO highway 139 up to Rangely from I 70, that's not a good road. Part of it is pretty rough, lots of pot holes. etc, and I'm not sure you can get into Rocky Mountain Park from the west. You might plan a stop before entering the parks and do them in your toad.
You can get up to 40 from Rifle CO, no problems.
