Are you sure about no restrictions? The reason I ask is while at 9'-6" clearance, I have no problems with the bridges, when I asked at the bridge toll taker (maybe the wrong person to ask), I was told no trailers or RVs on the Moses Parkway. When I called out local state police, I was told no trailers on ANY NY parkway. Love to know since I usually drive in to Niagara Falls on NY 104, and hopping on the Moses would be easier than driving through the city.
Well, it was bugging me, so after a bunch of phone calls I finally reached the right organization (The NY Park Police) and as long as your vehicle is not commercial, you can tow on the Moses Parkway. There are a few low bridges on parts of it, so it is still worth checking, but it is legal.
