Are you sure about not needing AC? It's been pretty warm in Quebec over the last month and the forecast when you're in Montreal is calling for high 80's, low 90's! In Quebec city it's a little cooler but still in the mid to high 80's! Plus it'll be very humid.
Anyhow, a great campground just across the river from Quebec city is Camping Transit. A really good basecamp for touring Quebec city. They even have a shuttle that'll take you to the ferry that docks right in the center of the historic district. Go to https://campingtransit.com/en/ for details.
Haven't stayed much around Montreal but there is a KOA just west of Montreal
that is nice.
Sorry, I know you said no pool but both have a pool, and playground and 30 amp full hook ups.
If I was you I would splurge on the 30 amp for the AC.
