Several years ago about five couples of us signed up for a special "RV Trip" to the Panama Canal and the Western Caribbean from Houston. They specifically allowed for RVs to be parked in the port terminal parking lot without additional cost.
Have you contacted the parking facility directly? It seems to be only a "policy" restraint, not a space one. The cruise we went on was advertised in Trailer Life Magazine. It was a great trip. We, personally, at the time decided not to take our RV, but our car was parked without cost.
