To the original posters question about tours. If you are talking about Grey Line tours or similar, I don't think we have those here. At least I have never seen them like I do in other cities we visit. A google search will validate for you.
They have what are called Duck Tours which might be kind of fun. An amphibious vehicle that does part of the tour on land down town and part in the water.
Points valid about where to stay. LP by far the best choice. Kent KOA was kind of dumpy last time I drive through. Might be better now.
