I've had the license and have taught the firearms part of the Virginia security guard programs. I cant speak to all states but here, for an UNarmed security officer, you are to;
1. Observe
2. Report
3. Advise people of the property OWNERS rules.
Unarmed security is taught not to confront or detain under any circumstance.
Armed has arrest authority, however that authority comes from the property owners authority as the owner. I have seen shoplifters walk out after being caught because the store managers did not have the legal authority, to detain. In those cases all they can do is photograph, document vehicles involved and give law enforcement the information when they arrive later.
Virginia is a Commonwealth, not a state, as such the laws are somewhat different than some areas.
Chances are in Kali, their ability is even more restricted.
