If it's a chronic issue then maybe the RV park could hire more security to patrol. But homeless use business/private properties to sleep etc - common practice is to show them to the front door and suggest they don't return. I can't think of any of my clients who ever attempting to handcuff/detain these people and I know the police aren't going to be happy about wasting time showing up for the crime of "sleeping in my outdoor chair".
