Mike, consider. No matter what the circumstance, it would have been better if she had been there until the police arrived. IF she was a guest who was registered there, she would have immediately told them so, or if she was unable, be it a mental state etc, she would have been better off being held until she could be helped. Having her dissappear endangers her and possibly others.
Hopefully the paperwork and codes she had will actually identify the campsite they were for, and if she is a misguided soul, they will at least know who to look for, But I have a feeling the letter were left somewhere, picnic table, vehicle dash etc and she helped herself. I doubt there was malice, most likely a try to get a quiet and secure spot to use for a day, heck she may have had that passcode for weeks and been using it to go somewhere to bathe on occasion. But under no scenario, was it best to let her run off.
