We had no trouble hiking to the falls in April of 2006 -- I am sure that the area is open, even if the campground is not. This is really what it looked like -- the canyon walls were very shiny and green:

By the way, as you are hiking to and from the falls, keep an eye on the rock cliffs on the north and east side of the creek. There are some very large red pictographs -- it is hard to imagine how the artists got access to those sheer walls. Long ladders? Ropes dangling from the mesa above the cliffs?
