If you are wanting scenic, the Elkmont sites on the river are great. Keep in mind that these are just sites, no water, no power, no sewer. There are quite a few sites within a pretty small footprint, so your neighbor will also be enjoying their coffee about 25' from you.
If you are wanting a FHU site, you might want to consider one of the resort campgrounds in either Pigeon Forge (Pine Mtn) or Gatlinburg (Twin Mountain)or even over in Cosby (Smoky Bear). If I were going to do that, I would probably go to Douglas Dam Headwater Campground (W&E only) and be on the lake with views of the mountains.
