Very good recommendation. Pagosa Springs, South Fork, Colorado are great, also.
Also, Red River/Eagle Nest, New Mexico are 'cool'.
Yes, the southern Utah national parks will be hot in July. Arches Nat'l Park will be undergoing a lot of construction all summer long. The campground will be closed completely along with road construction and some trail closings at times. I'd avoid that park in 2017.
Heber City, Utah area is good for exploring Salt Lake City and Park City (Olympic town)
North Rim of Grand Canyon will be nice as will Bryce Nat'l Park.
Show Low/Pinetop/Greer areas of Arizona have cool temps in summer.
