Also depends on what you mean by campground. On Mustang Island, there are campgrounds right on the beach, but they are campgrounds, not FHU.
If you want FHU, then you are looking for a RV park (down there they tend to say "resort") and they are not right on the beach, but a short walk to the beach, in some cases a boardwalk to take you over the dunes.
Lots of camping out on the sand at Padre Island, but no RV parks on the beach.
