As for the DPS (no such thing as DMV in Texas), sounds like you had an unfortunate experience there too. Last time I had to renew my license, I called over to the local DPS office, got a person on the phone, and asked how the wait looked. They told me there were 5 people in line, so come on over! I was in and out in 15 minutes, no problem. My son recently went for his Learner's permit and we had the same good experience. Sounds like you weren't so lucky.
Or, maybe, luck has nothing to do with it.
