I believe coastal wind is the same when measured at the international standard of 10 meters above the ground in an open area. What changes is when you go inland. In south Texas it is flat with very little tall vegetation to block the wind. So 18 MPH feels pretty windy. The same wind in an area of tall trees will feel like less because the trees, hills, houses, etc block much of it.
