Are you talking 2 or 3 days, a week or two weeks. If only a few days, just concentrate on one area. In the Halifax area you could spend several days, just skimming the area, Peggy's Cove, Halifax itself and maybe Sherbrooke Village. The better part of a days drive to get onto PEI, before any sightseeing.
For what you are talking in the 3 provinces, think a minimum of 7 days rushed.

Double ditto. Pick one area and explore it without feeling rushed. You can always go back next year and visit a different area. I recommend Halifax area in Nova Scotia first but that's me.
