This is a quote from the Utah DOT website: "Utah encourages drowsy drivers to take a break. Rest areas are provided to the traveling public for this purpose. All rest areas are posted for no overnight camping. However, extended stays are permitted and are monitored by the on-site staff and the Highway Patrol. There are no RV hookups or dumps or camping facilities at any site."
The issue is "Camping". You can pull into a parking space and actually get some rest. But do not "camp". Don't put your slides out, don't put any camping gear out. Keep your vehicle hitched up. Do not put your landing gear or jacks down. I visit family in Salt Lake several times a year, and I've stopped for 6-7 hours to get some rest and never had a problem.
I've talked to a Utah Highway Patrol officer, and she told me that they are looking for people who are showing obvious signs of setting up camp and not leaving after an acceptable period for rest.
