They will NOT bother you if you have to deploy a slide for livability. It is when you set up a campsite with everything out, that they will tell you to move on.
All of the rest area rules are nothing more than a tool in the police officers toolbox to give him leverage with the mobile homeless. Also, the last time I checked, NONE of the states had a "law" about the use of a rest area, they were all DOT rules, which are NOT a law. Now, with that said, there are actual laws that an officer can use to fit any situation, including the misuse of a rest area.
