VA State Parks dog fee

We love Virginia State Parks and usually stay at one at least once a year. However, as full timers, they are pricing themselves out of business. We can stay at a private campground with full hook ups and the same type of scenery for less than we can spend at a VA State Park. I must say that I really dislike those who have their dogs outside off leash and every time someone walks by, they are screaming at the top of their lungs trying to keep their pet from going after people. Passers by have no idea if the dog is friendly or not. We love dogs but not necessarily irresponsible dog owners.
