When you have a state park that starts off at $27/night and then you start adding fees (ie dog dog and etc, ) you are reaching upwards to nearly $40/night for a weekend.
We have stayed in a KOA in Virginia right off the BRP for that $40/night. Plus we got sewer, cable, wifi, pull and more.

Also a near by private campground is $30 a night full hookups large sites. At $40 a night I have a lot of choices.
Location Location location. Sure you can find $25.00-40.00 a night private full hook up CG's. But generally they will be the only game in town. Compare rates at Cherrystone to Kitopeake. Or rates at First Landing to Holiday R travel Park or VA beach KOA.
I don't decide my destinations by price of CG.
Generally I choose destination first. If there are multiple CG's in the area rates may affect my choice. However amenities are also part of the equation as well.
VA has some of the best state parks in the mid Atlantic. They may not be the cheapest but honestly I don't want them to be. I prefer that they be well managed and maintained. For the most part they are.
VA rates are competitive,I'm certainly not avoiding them due to cost.
As I said earlier in the grand scheme of camping finances $5.00 per day in the rate is not going to impact my decision one way or another.
It's not that I have an unlimited budget, But I enjoy and am committed to camping. If $5.00 needs to be conserved it will be saved in some other area of my life.
