This is a guess as we have never stayed there but will be staying at cades cove in a couple months, but I think driveway length is the total length. But that is just a guess.
Don't forget, that as long as your camper is not too low to the ground and there are no obstacles behind your site preventing it, that you can push back till your tires reach the edge or curbing. Our site at cades cove says 43' driveway with max vehicle length of 34'. We have about 10' overhang behind rear wheels. I'm hoping we can park further back giving a little more room in the front of the mh. If not, we still will be ok.
