The campgrounds (these are private campgrounds, not the state park ones that aren't opening for awhile) are only opening for seasonal campers with reservations, not transients, per the report.
If you're planning on being a seasonal camper in a tent, well...that's a bit unusual, to say the least. Likewise, I assume seasonal RVers generally would have sites with sewer hook-ups or periodic honey wagon service.
In the context of a seasonal camper, making the campground their home for several months, the two-week quarantine makes slightly more sense. Whether or not it's excessive or an overreaction is something that no doubt reasonable people could disagree on, of course, but it's not like they're suggesting you come for the weekend in order to never set foot outside your RV during that time.
