Spent time in Arizona, Texas, and New Mexico. If you are only concerned about price for the winter months then New Mexico would be the best bet.
If you want mild jacket weather and many nights where gloves could be required then there are plenty of places in Arizona and Texas that still would be cheap.
If you want to watch the sun set into the gulf, or ocean, wear shorts every day, and enjoy fishing and other outdoor activities then come south of Tampa Florida.

I spent last winter just outside Phoenix. I's never done the desert before and I wanted to try it. I really enjoyed the sunny cloudless days and low humidity but I'm going back to Florida next winter. You just can't beat the Gulf side. And I think there's just more to do in Florida. If you are south of Tampa, I think it's warmer - and green.
I know we all have different opinions on this. This is my .02
* Please note that this is the first time in recorded history that a Bears fan and a Packers fan agree on ANYTHING. This will cease sometime about the middle of August.
