The order also says private campgrounds are closed to short-term visitors.I don’t believe that is correct. The Order doesn’t include the heading the OP used. The Washington Post also characterizes it as only a ban on reservations:
Starting Wednesday, people will no longer be allowed reserve space at Virginia campgrounds to stay overnight. All public beaches will be closed except for exercise and fishing. Residents can still play golf, Virginia Gov. Ralph Northam (D) said, but they cannot dwell at a clubhouse.It may not make much sense, but from what I’ve seen it’s just a reservation ban.
