I call it that because my rear axle is tandem instead of dual so they think I should pay the same toll for my less than 10K# coach that they charge a Greyhound. I just don't. It is often cheaper to go around.

The alternative would be to have toll booth workers count tires, or scale weigh everyone. Neither seems practical. So, they charge per axle.
It's an extra $5 for your tandem axle.
Five bucks is keeping you from enjoying some of the nicest camping in Michigan.
