Depends on the experience you are looking for, different CG's have different atmosphere's to them. If the golf carts laden with coolers/kegs and pickup truck swimming pool (tarp in bed full of water)offering free rides is not to your liking, you might look at buying a membership in a CG you like. This can also gain you access to groups like Coast to Coast. I enjoy a drink but I prefer to avoid the drunks in golf carts. ;)
The rules and owners cater to different markets. Some are oriented at the family, retired (no kids) or even the party crowd. Rude people can be found everywhere.
While I can be found talking and drinking around the campfire with friends until 3 am (trying to be respectful of my neighbors) we can often hear the slap of corn hole bags on boards past midnight (cool mini lights to see by, reminds me of a mini runway). Seen trailers circle like in a western movie and enough beer cans to start a scrap company.
Bottom line is people just want to have some fun before returning to their jobs. Relax, have a drink, and say hi to your neighbor instead of putting out the guard dogs and the perimeter fence.
