Near Benson AZ is the Escapee's park in Benson, and it is fairly low cost to stay there. Nearby places to visit are the Tucson air museum, Tombstone, and other great places to see. West of Tucson is the Saguaro National Park.

The Escapees also have a park in Casa Grande. If you spend a couple of weeks at one, then you can go visit the other.
Other low cost places to stay would be Quartzsite. You would probably need to invest a few hundred dollars, then be able to dry camp for weeks at a time with the proper solar system and larger fresh water tank.
You can buy 7.5 gallon blue water tanks at Wal Mart, and fill them while out sightseeing. Then I would hang them from a tie down strap from my ladder and use a siphon to refill my 100 gallon fresh water tank.
You can ask for dry camping tips, and you will get plenty of advice.
