Arizona has lots of public ground where you can camp free. I suggest south of Phoenix and west toward California.
New Mexico and West Texas are definitely not warm in winter. We tried it and got out fast!
From this and other threads I've learned that "warm" is very subjective. I find 60F to be a very acceptable high temperature in mid-winter. To others it's barely survivable.
What does the OP consider "warm"?
During the winter months of December and January we rarely found temps over 40 deg in southern New Mexico and West Texas along with lots of wind. To us and even from Michigan, that was not a good temperature to stay.
